El Dorado Rehabilitation Project

the el dorado Apartments

is a 57-unit single room occupancy (SRO) residential building located in San Francisco's

South of Market neighborhood, built around 1908 and last significantly updated in 1990. The building is a four-story

wood-framed structure, approx. 26,620 sf, with a large subterranean basement (utilities and the maintenance

shop); ground level with services offices, a community room, and storage areas; and residential units with shared

bathrooms and toilet rooms, as well as additional offices and a common living area and kitchen, located on the

second, third, and fourth floors, all accessible only by stairs.

  As a Joint Venture, Conard House, Inc. and The John Stewart Company (Sponsor) applied under MOHCD’s 2023 ENP NOFA and received a preliminary award of $4M to rehabilitate The El Dorado Hotel (to be renamed El Dorado Apartments and referred to as El Dorado, Project). The Sponsor applied for 9% tax credits to undertake a significant rehabilitation of the building in order to maintain habitability, enhance living quality, and expand the space available to services and resident interaction. The rehabilitation will result in a new unit mix of 39 SRO units and 23 studio units with private baths, for a total of 62 units post-rehab. All units will have kitchenettes. The building will also add an elevator and new common spaces.
