Strategic Plan Roadmap

Our Mission

is to build welcoming communities and caring relationships that empower people and restore hope. We specialize in Supportive Housing, Money Management and Mental Health Services in San Francisco.

We believe that everyone deserves a place to call home. A place where you feel safe, secure, connected and comfortable. A place where you can live, laugh and learn. A place where you feel respected and cared about — a place that is yours.

Our values

  1. We will expand as the need for supportive affordable housing, money management and support services is unprecedented.
  2. We will play a critical role in building a systematic approach to offering essential services in a welcoming fashion that respects all people.
  3. We will invest in staff development and train staff and professionals entering the field to provide the highest quality of community behavioral health services.
  4. We will invest in the long-term sustainability of our properties and optimize for programmatic impact.
  5. We want to use data and technology to make our programs more impactful, our work more efficient, legislation more impactful, services more user friendly and raise awareness of the importance of our mission.
  6. We will garner the necessary resources from public and private sources for financial performance and long-term sustainability.
  7. We will assess our progress and continue building a diverse, equitable and inclusive environment where all feel a sense of belonging.

What is our vision for the future?

  1. We will lead by example, providing outstanding supportive housing, money management, and clinical mental health services – empowering people and restoring hope.
  2. We will work towards a world where everyone in San Francisco has a welcoming, safe and secure place to call home.
  3. Where people have equal access to quality mental health services.
  4. Where residents and clients know how to access and manage their healthcare effectively.
  5. Where residents and clients manage their finances securely and effectively.
  6. Where residents and clients have access to vital services.
  7. Where people are respected, honored and not stigmatized.
  8. Where all stakeholders (staff, residents, clients, board, volunteers, donors, supporters) feel part of the Conard House community.

What is the impact we want to make?

  1. Residents and clients have supportive, affordable and comfortable homes.
  2. Residents and clients live independently, have a sense of connection and basic needs are met.
  3. Community, peer and clinical mental health services are supportive, affordable and accessible to all residents and clients.
  4. Residents and clients feel respected and treated with dignity as part of the Conard House community.
  5. Residents, clients, staff and volunteers feel diversity is celebrated and lived experience is valued.
  6. Promote destigmatizing mental health and substance use challenges for our residents and clients and for people external to Conard House.
  7. Advocate for a society where housing and healthcare are human rights.
  8. Build the field and workforce with well-trained mental health professionals.

Conard House is committed to building and sustaining a diverse, equitable and inclusive environment where differences are celebrated, and everyone’s lived experience valued. We meet all members of our community where they are and accept without judgment the life experiences of our staff, volunteers, residents and clients. We strive for a staff that represents our community, that feels a sense of belonging within our community, and celebrates and recognizes the diversity among us. We stand with all those who encounter discrimination in any form. Our commitment to DEIB is informed by a belief in a more just and equitable society.


As an organization deeply rooted in our community, we have developed the Conard House DEIB statement by convening staff and volunteers. In order to ensure we live up to these DEIB principles, Conard House will:


  • Cultivate a culture of mutual respect among staff, transparency in roles, responsibilities and expectations, and clear communication between departments.
  • Implement an orientation program for onboarding new staff in order to develop a sense of belonging from the first point of contact and help build a sense of empathy and understanding of everyone's lived experience.
  • Improve staff engagement in internal meetings and strengthen a sense of safety for uncomfortable conversations.   • Ensure our board of directors is committed to equity, diversity, inclusion and belonging and that reflects these values in its own membership. Initiatives

Facility improvements

  • Improve access to cooking facilities.
  • Expand janitorial service and improve cleanliness.
  • Develop protocols/standards for ongoing maintenance.
  • Invest in building reserves.
  • Improve accessibility throughout facilities and in rooms.
  • Improve electrical capacity of buildings.
  • Install intercom system for guests to call residents.
  • Improve aesthetics for interior and outdoor space.
  • Improve building security by providing remote access to CCTV.

Program Improvements

  • Invest in food kiosks at Conard House properties.
  • Expand supportive employment, vocational services, and life skills education.
  • Expand mental health/therapy and substance use service at all sites.
  • Implement roving medical care at all sites.
  • Expand harm reduction services.
  • Invest in service animal support services.
  • Develop computer lab/conference space for tech support services.
  • Provide eviction prevention by hiring an in-house staff specialist.

Staff-wide initiatives

  • Create all-staff events.
  • Fill vacant positions.
  • Provide monthly peer support gatherings.
  • Develop group staff orientations.
  • Provide dedicated computer training.
  • Organize affinity groups.
  • Provide mentorship for new staff.
  • Encourage professional development for staff.

Program Specific Initiatives

  • Expand Health Navigation
  • Provide more training for Property Management and Support Services staff.

Fundraising

  • Hire Development Associate.

Diversity, Equity, Inclusion, Belonging (DEIB)

  • Establish Conard House DEIB benchmarks.
  • Establish Conard House DEIB Committee.
  • Raise awareness of DEIB issues at Conard House.
  • Provide DEIB resources to Conard House community.
